Human Resource and Administration(HRA)

MANDATE

The Department of Human Resources and Administration is responsible for managing and developing human resources in order to improve the performance of the Ministry. The Department also provides administrative and logistical support in order to facilitate the effective operations of the Ministry. It further provides support to the Constitutional Office holders (Minister and the Permanent Secretary).

FUNCTIONS

  • Interpret and disseminate Conditions of Service in order to ensure adherence to set standards and guidelines in the Public Service;
  • Coordinate human resource management in order to ensure timely placement of staff;
  • Coordinate Training and Development in order to enhance individual and organizational performance in the Ministry;
  • Implement staff welfare programs/activities including the coordination of prevention and awareness of communicable and non-communicable diseases in order to enhance staff well-being and productivity;
  • Coordinate the institutionalization of the Performance Management Package (PMP) in order to monitor and evaluate staff performance;
  • Ensure that staff adhere to Civil Service Rules and Regulations and Terms and Conditions of Service;
  • Implement and maintain an efficient and effective Records Management System in order to have an effective information retrieval to facilitate decision making;
  • Provide Secretarial services in order to ensure smooth operations and administrative support services to Departments and Constitutional Offices;
  • Undertake Payroll Management and Establishment Control to ensure compliance to the Terms and Conditions of Service and budgetary provisions;
  • Undertake office management in order ensure sustained maintenance of the offices and provision of office accommodation;
  • Coordinate transport management matters in order to ensure effective logistical support to the Ministry; and
  • Coordinate Integrity Committee activities and facilitate institutionalisation of corruption prevention in order to promote integrity among staff
